賞南陽內(nèi)鄉(xiāng)縣衙 感古代官德文化靜水無痕 <p class="ql-block"><b> 我國古代，實行四級政府管理（在清朝末年，是中央－省－府或州－縣），而現(xiàn)在，也正巧保存下來了四個政府機關單位的故址。它們分別是：</b></p><p class="ql-block"><b> 中央政府北京故宮；</b></p><p class="ql-block"><b> 省級政府保定直隸總督府；</b></p><p class="ql-block"><b> 州級政府山西霍州署；</b></p><p class="ql-block"><b> 內(nèi)鄉(xiāng)縣衙。</b></p><p class="ql-block"><b> 內(nèi)鄉(xiāng)縣衙位于河南省南陽市內(nèi)鄉(xiāng)縣，它是中國境內(nèi)保存最完好的清代縣級官署衙門，現(xiàn)存建筑群為清光緒年間營建，經(jīng)歷明、清、民國直至上世紀七十年代，均為內(nèi)鄉(xiāng)縣治所，它是中國古代郡縣制縣級衙門的歷史標本。1996年列為第四批全國重點文物保護單位。</b></p><p class="ql-block"><b> 內(nèi)鄉(xiāng)縣衙是以北京故宮為藍本，汲取長江南北的建筑風格設計而成的一座封建官衙，占地面積47000多平方米，有大小院落18進，房舍260余間。是中國唯一保存最完整的封建時代縣級官署衙門，有“天下第一衙”之稱。</b></p><p class="ql-block"><b> 內(nèi)鄉(xiāng)縣衙始建于元大德八年（1304年），歷經(jīng)元、明、清三個朝代的修繕及擴建，逐漸演變形成了一組規(guī)模龐大、氣勢恢宏的官衙式建筑群，被專家譽為“神州大地絕無僅有的歷史標本”，有“北有故宮，南有縣衙”、“龍頭在北京，龍尾在內(nèi)鄉(xiāng)”的美稱。</b></p><p class="ql-block"><b> 1996年11月20日，內(nèi)鄉(xiāng)縣衙被公布為第四批全國重點文物保護單位；2002年被《中國文物報》評為“世界文化多樣性十佳博物館”；2006年被國家旅游局命名為國家4A級旅游景區(qū)。</b></p><p class="ql-block"><br></p><p class="ql-block"><br></p><p class="ql-block"><br></p><p class="ql-block"><br></p><p class="ql-block"><b>圖/江</b></p> <h3>內(nèi)鄉(xiāng)縣衙全景圖</h3> <p style="font-family: -webkit-standard; -webkit-text-size-adjust: auto;">是內(nèi)鄉(xiāng)縣衙的標志性建筑，為四柱三門廡殿式木牌樓建筑。面南書“菊潭古治”四個大字，內(nèi)鄉(xiāng)古稱菊潭，隋朝曾設菊潭縣，“古治”意思是，這里歷史上治理百姓的權(quán)力機構(gòu)所在。面北書“宣化坊”二字，宣化就是宣講教化的意思，舊時每月的初一、十五，知縣都要在宣化坊下宣講圣喻，教化百姓。在明代宣講朱元璋的《圣喻六言》，在清代宣講康熙頒布的《圣喻十六條》，主要內(nèi)容是孝敬父母、尊敬師長、團結(jié)鄉(xiāng)里等。內(nèi)鄉(xiāng)縣衙根據(jù)縣志記載編排了大型實景演出《宣講圣喻》，再現(xiàn)了舊時知縣宣傳、教化之場景，星期日和節(jié)假日對外免費演出，該項目已被確定為南陽市非物質(zhì)文化遺產(chǎn)項目。</h3> <p style="font-family: -webkit-standard; -webkit-text-size-adjust: auto;">大門有對聯(lián)為：“治菊潭一柱擎天頭勢重；愛酈民十年踏地腳跟牢?！贝寺?lián)是光緒十八年（1892年）營建內(nèi)鄉(xiāng)縣衙現(xiàn)存建筑的知縣章炳燾所撰。這副對聯(lián)中的菊潭和酈都是內(nèi)鄉(xiāng)的古稱，對聯(lián)大意為：身為治理菊潭的地方官，上受皇命，下系百姓，責任重大，如一柱擎天；必須腳踏實地干上十年八載，勤政為民，造福一方。章炳燾將此幅對聯(lián)刻在縣衙大門兩側(cè)，用以標榜為官務實。</h3> <p style="font-family: -webkit-standard; -webkit-text-size-adjust: auto;">是縣衙的禮儀之門。儀門平時關閉不開，只有新官到任的第一天或迎接高官到來時方可打開，并且規(guī)定“文官到此下轎，武官到此下馬”，新官到任的第一天要舉行拜儀門儀式。另外大堂若舉行盛大慶典儀式或公開審理重大案件，儀門也要打開，可讓百姓從中門進入。從儀門東西兩側(cè)還分設一道小門，東門稱“生門”或“人門”，過去是供人們?nèi)粘３鋈氲?；西門則稱為“死門”或“鬼門”，也稱“生門”或“死門”，平時關閉不開，只有案犯在大堂被宣判時，方可從西門拉出去送去監(jiān)獄或是斬首。</h3> <p style="font-family: -webkit-standard; -webkit-text-size-adjust: auto;">是知縣公開審理案犯、舉行重大典禮的地方。大堂兩側(cè)的東西墻叫序，序外有房日堂；東為堂事房，西為招房，這是用來記錄煩人口供的地方；大堂面闊五間，進深三間九架，單檐硬山式建筑，五架梁九檁式結(jié)構(gòu)，無斗拱，前有月臺。平面中間三間堂呈開敞式，以木柵欄維護，大堂徹上明造，用料簡樸，有原木梁檁。堂中央置一暖閣，設知縣公堂，上懸“明鏡高懸”匾額，三尺公案擺放文房四寶、驚堂木、法令簽等審案用物。正面屏風繪有“海水朝日圖”，象征清似海水，明如開月，此屏風可供開肩的隔扇，供知縣上任或重大禮儀活動時官員穿堂而過之用。閣前地坪上珍存兩塊跪石，東為原告石，長0.87米，寬0.80米，西為被告石，長0.135米，寬0.80米，這是訴訟烈方過堂是所跪之處。大堂位于整個建筑群的中心，陰陽合瓦屋面，正脊垂脊有獸，且正脊明顯上翹。建筑外觀顯示出強烈的地方特色，特別是立面“明三暗五”因柱額而尤為突出。</h3> <p style="font-family: -webkit-standard; -webkit-text-size-adjust: auto;">二堂又稱“琴治堂”，建在直壁式臺基上，明、清間無前墻，是縣衙主體建筑之一。是知縣審理一般民事案件、大案要案預審的地方，同時也是大堂審案時退思、小憩的場所。面闊五間，總長20.30米，進深三間七架，前有三間檐廊，呈開敞式，總面積209平方米。和大堂不同，額枋穿柱出，梁架和墻體共同承重。其外部裝飾簡潔樸素，灰瓦頂，青磚墻；梁柱上施有綠色旋子彩畫、無斗拱；五加粱施彩畫，其余都畫仿木紋路的花紋；柱子上全黑色，柱基為覆盆式；左右次間陳列有板杖之類的刑具，東西梢間為茶房和招房；前墻開欄窗，比大堂開窗尺寸大，窗扇有菱形花紋裝飾。二堂與周圍廂房（5間）、宅門組成內(nèi)署，構(gòu)成二堂院。其建筑和大堂基本一致，只是威嚴與大堂相去甚遠，給人以寬松的感覺。</h3> <p style="font-family: -webkit-standard; -webkit-text-size-adjust: auto;">是舊時師爺辦公的地方。師爺不是正式的官員，他們是知縣聘請的重要幕僚,包括知縣在內(nèi)都要敬他們?nèi)?。因為過去是八股取仕，新任縣官往往不懂錢糧刑名之事，就是當了多年知縣，也未必就熟悉業(yè)務，所以必須依靠師爺。中國的師爺以浙江紹興最為有名，歷史上有“無紹不成衙”之說。師爺沒有品級,不吃皇糧，是知縣聘任而來或是從家鄉(xiāng)帶來的，他們和知縣之間是親密而又平等的賓主關系，主張“言從則留,言不從則去”。性質(zhì)就相當于現(xiàn)在的私人秘書或私人顧問，他們的俸祿都是由知縣定期奉送的紅包，每年大約一千兩白銀，這在當時已經(jīng)是比較豐厚的了。確切的說，師爺是“以非在官之身，而理在官之事”，是知縣的智囊團，甚至有時可以左右知縣，知縣本人都尊稱他們?yōu)槔戏蜃?，故而他們辦公的院子叫“夫子院”。</h3> <p style="font-family: -webkit-standard;
